Digital Insurance Card for Madagascar

Community-based health insurances are voluntary organizations that pool funds to reduce out-of-pocket expenses for healthcare. Despite their potential to offer basic low-cost plans and financial protection, they often struggle to reach remote communities or acquire enough members for self-sustainability. In large part, this is due to their reliance on cash, paper-based, and in-person processes, which are inefficient, error-prone, and hinder their ability to provide effective and widespread coverage.

With support from the GIZ's DeveloPPP program, mTOMADY began introducing a digital health insurance card in Madagascar in 2021. This initiative involves digitizing key processes for community-based health insurance providers across Madagascar - from beneficiary enrollment to claims management and invoicing. Features like anomaly detection and a data dashboard help reduce fraud and enable data-driven decision-making. This, in turn, enhances efficiency, saving time and money in already resource-constrained contexts, promotes transparency, and supports community-based health insurances to extend coverage to groups that were previously out of reach.
